Microsoft has started to Roll Out a feature of Email notifications and other Message Center preferences for customized admin roles.
The message that the Tenant Admins has received is described bellow and you now can customize what custom admins can receive the email notifications related with Message Digests.
According to Roadmap you now can customize who receive messages including email preferences for major updates and weekly digests. These preferences can be accessed and modified within Message Center directly.

We’re updating Message Center to support email notifications and other Message Center preferences for customized admin roles. We’ll begin rolling this feature out soon.
This message is associated with Office 365 Roadmap ID: 33054. [How does this affect me?] We will be rolling this out to Targeted Release organizations over the next few weeks. The feature will remain in Targeted Release for at least 30 days before it continues to be made available. We anticipate rollout completion worldwide to all Office 365 organizations by early October.
