Microsoft has started the rollout to New theming for additional SharePoint Online site templates.
Microsoft is enabling the modern site teaming experience for all site templates.
If you are a Tenant Admin you should have received the following email with information to prepare for this change.

In early April 2018, we will begin enabling the modern site theming experience for all site templates. Currently, it’s only available for Group-connected team and communication sites. This new theming model incorporates the latest site theming capabilities and improves overall performance of applying themes.This message is associated with Office 365 Roadmap ID: 27252.
[How does this affect me?] Classic sites that do not use SP JavaScript will render un-themed if the site theme is changed. If you would like to maintain custom themes on classic sites, as administrator, you can opt out of the new theming experience by using Microsoft PowerShell. We’ll be gradually rolling this out to Targeted Release organizations in early April, and we anticipate rollout completion in early May. [What do I need to do to prepare for this change?] If you change the theme for a site and notice any issues, you can opt out of the change by using Microsoft PowerShell, and re-apply any themes that were changed.
